Utility franchise fees on homes would double under a plan to borrow up to $105 million for expansion and renovation of Burnsville’s City Hall and police station.

The City Council voted unanimously on Tuesday for preliminary approval of $105 million in general obligation bonds for the projects. Further steps — including an ordinance amendment to raise the fees — remain before the council’s scheduled bond sale approval on May 6, 2025.
