ANOKA COUNTY NOTICE OF PUBLIC COMMENT AND PUBLIC HEARING DATE This notice is to announce that September 21, 2024, is the beginning of a thirty-day (30) public comment period regarding the Anoka County Housing and Redevelopment Authoritys (ACHRAs) proposed Amendments to two Program Year (PY) Action Plans. The purpose of the public comment period is to receive comments from and to relay information to the public concerning the proposed use of re-allocated funds from Anoka Countys Community Development Block Grant (CDBG) program. First Amendment: The ACHRA proposes allocating PY 2019 Community Development Block Grant-COVID funds (CDBG-CV) funds totaling up to $44,112 to Neighborhood HealthSource to pay the cost of administering COVID vaccinations not funded by other sources. As COVID continues to infect county residents, demand for these preventative vaccinations also continues. This project will meet a national objective of serving low/mod clientele (LMC). Second Amendment: The ACHRA proposes a re-allocation of CDBG funds totaling up to $510,000 ($500,000 for project costs plus $10,000 in estimated Davis-Bacon costs). Costs include $110,000 of PY23 unallocated funds plus $400,000 of PY24 funds. The funds will be taken from Anoka Countys CDBG Single-Family Home Rehab program and re-allocated to the City of Fridley to complete updates and improvements at two adjacent neighborhood parks: Oak Hill Park, 5391 7th Street NE and Jubilee Park, 5334 5th Street NE. Improvements include trails and hardscape, shade structures, playground equipment, ADA compliant playground surfacing, site amenities such as benches and bike racks and all site work. This project meets HUDs National Objective of serving low-to-moderate income households as both parks are in a low-and-moderate income area (LMA). Notice is also hereby given that the Anoka County Housing and Redevelopment Authority (ACHRA) will meet on October 22, 2024, at 10:15 a.m. or immediately following the Anoka County Board of Commissioners Public Comment period, whichever is later, for its monthly ACHRA Board Meeting which will include a public hearing at the Anoka County Government Center, 2100 3rd Avenue, Room 705, Anoka, MN. The purpose of this public hearing is to offer the public an opportunity to comment on the proposed amendments to the countys PY 2019 and PY 2024 Action Plans as noted above.
